The program faced immediate expert criticism over its model and costs. Construction was slow, with the first unit in Aparecida de Goiânia completed only in 2015 amid allegations of overpricing. When Governor Ronaldo Caiado took office in 2019, he resisted the model, repurposing the Aparecida unit into a mental health facility. Two completed units in Quirinópolis and Goianésia were donated to the Federal Institute of Goiás and converted into an agroschool, respectively. Two other units in Morrinhos and Caldas Novas remain unfinished and may be returned to municipalities. Pulcineli concludes that approximately R$140 million was largely wasted on a program that never functioned as intended, driven more by electoral interests than sound planning.
